SIRIM, a corporate entity focused on industrial research and technology, is wholly owned by the Minister of Finance Incorporated. Among its subsidiaries, SIRIM QAS International plays a pivotal role as a provider of testing, inspection, and certification services. Accredited by various esteemed bodies, including the National Accreditation Body (Department of Standards Malaysia, or STANDARDS MALAYSIA) and the United Kingdom Accreditation Service (UKAS), SIRIM QAS International demonstrates a commitment to upholding and exceeding quality standards at both national and international levels. This diverse accreditation landscape solidifies SIRIM QAS International's reputation as a reliable entity in ensuring quality, reliability, and excellence in industrial and technological domains.
In accordance with the regulatory framework laid out in the Standards of Malaysia Act 1996 (Act 549), the term "standard" is intricately defined as a formally sanctioned document, duly approved by a recognized body. This document is designed to impart a comprehensive set of rules, guidelines, or specific characteristics applicable to products, related processes, and production methods.
It is noteworthy that compliance with these standards is not obligatory, affording flexibility to stakeholders, and the document may encompass various aspects such as terminology, symbols, packaging, and marking or labeling requirements pertaining to a specific product, process, or production method.
In the context of Malaysia's governance structure, the Department of Standards Malaysia, established under the purview of the Ministry of International Trade and Industry (MITI), emerges as a cornerstone institution. Operating as both the National Standards Body and the National Accreditation Body, this department assumes a pivotal role in orchestrating and overseeing standardization processes.
Its mandate extends beyond the mere facilitation of compliance; it strives to ensure that Malaysian products and services not only meet the rigorous standards set at the national level but also align seamlessly with global benchmarks. This commitment to international standards positions Malaysia on the forefront of competitiveness, fostering trust in its products and services on the international stage and reinforcing the nation's commitment to quality and excellence.
Companies may submit applications for Product Certification and Inspection; in essence, a product that satisfies particular criteria will be awarded a Product Certification Licence or a test report. Certification procedures may differ depending on the particular product, due to the fact that product-specific standards may differ. The process typically encompasses various components, including product testing, factory audits, adequacy of quality control (QC) plans, and record-keeping systems.
The procedure for testing products is exhaustive. Samples will be chosen during the factory audit and subsequently transported to the laboratory of SIRIM QAS International or any other accredited laboratory. There, they will be subjected to comprehensive testing to verify their compliance with the standards' specifications and requirements. Upon completion of the testing process, a comprehensive type test report and Product Certification Licence will be issued. Conversely, in lieu of a Product Certification Licence, a product test report shall be issued for products that have undergone a partial test. The duration of the procedure may extend over several weeks, months, or even years.
After the issuance of the Product Certification Licence, the organisation is authorised to exclusively utilise the SIRIM Certification Mark on the certified product.
